Reference Hong Kong signal 28 15/1 and Shanghai reply 2 14/1. No objection to A.L.O. making visit to HANKOW when convenient if considered of value for intelligence purposes. Presume Governor Hong Kong would be consulted as was done for visit of military officer of Intelligence Bureaus Foreign and Colonial Offices concur, Signal Air Ministry if and when visit being made. Question of visits of A.A. Shanghai to maintain contact with Chinese Military Council is separate matter still under discussion here. Decision will be given at early date through Embassy.
